  1. Preheat oven to highest temperature
  2. Heat the pan with oil in medium high heat. Cook onion and carrots approximately 3 to 4 minutes. Add the garlic saute awhile, then add meat, salt, pepper and cook until browned, approximately 3 minutes.
  3. Sprinkle the meat with the flour and toss to coat, continuing to cook for another minute. Add the tomato paste, chicken broth, Worcestershire, rosemary, thyme, and stir to combine.
  4. Bring to a boil, reduce the heat to low, cover and simmer slowly 10 to 12 minutes until the sauce is thickened. Pour filings into a casserole.
  5. Remove skin and boil potatoes until soft and mash it with the ingredients.
  6. Place mashed potatoes on top of meat fillings. Bake until potatoes r brown at the peaks.
